A Full-Circle Moment on One of Victoria’s Biggest Projects
More than 26 years ago, Colin Calder, Pushpa Nadanapatham, Michael Eager and Van Bardzamian worked together in Melbourne on the original Western Link (CityLink) project; the last major corridor linking Melbourne’s west to the CBD and north. Two decades later, the team has reunited at CJC, returning once again to the very same transport spine they helped shape in the 1990s.
Now, Colin and team members across CJC, have delivered the next generation of that network: the West Gate Tunnel project, one of the most complex infrastructure undertakings in Victoria’s history.
Strengthening a City-Shaping Project
The West Gate Tunnel will transform how Melbourne moves, providing a vital second river crossing, easing pressure on the West Gate Bridge, and removing 9,000 trucks a day from inner-west streets. With twin tunnels, major freeway upgrades, and a new elevated roadway above Footscray Road, it is a once-in-a-generation upgrade to the state’s transport network.

- 46,000 tonnes of steel used across the bridges and elevated structures.
- 450 tonnes this individual girder was the project’s heaviest lift. The largest girder was 95 m.

CJC’s Role:
As subject matter experts (SMEs), CJC provided expertise in various domains, including steel fabrication and erection, precast fabrication and erection, specialist bridge erection, heavy lift reviews, programme reviews and analysis, as well as road opening strategy and delivery.
Our Commercial Team was involved in the day-to-day commercial management of the Project across all site and state issues. They are also responsible for providing commercial strategies from project delivery to completion.
Our responsibilities across the delivery of the West Gate Tunnel Project encompasses; collaboration with Contractor’s Management Team to meet project deliverables, managing compliance and progress of construction, liaising with State Departments, developing, and implementing road opening strategies, and facilitating the handover of assets to the Clients’ Operations Team.
CJC role encompasses several key roles and responsibilities as part of the Surface Works Delivery including Senior Delivery Director, Commercial, Project Management and Subject Matter Experts (SME) services, all integrating seamlessly within the Client’s Team.
